but on the topic, i read this and immediately thought of it as a pvp oriented quest. and i see nothing wrong with it, personally; it sounds like fun

Hmm. Well, for one thing, maybe make it so you couldn't receive a surrendered package from the same character twice? Or within the same week, at least? That would prevent pirates from picking on the same characters over and over.

Maybe if you surrender a package the courier won't trust you with another one for a week?

I know it could still be exploited but perhaps with these things in place but it could be made not worth the effort. I mean the person helping the pirate would have to lose one of their daily writ slots and trudge to meet the pirate, then the pirate would have to trudge to Sencliff with a heavy load.. That doesn't sound like something a lot of people are gonna do day after day after day.

Should increase the amount of gold you get more. The time it takes to go from one end of the server to the other walking and the danger of people deciding to gank you and take the package and reward for themselves deserves a bit more then 2500-3500 imo.

I agree with this. I believe that a victim should be able to surrender the package and a bandit should be able to take the package and cash it in at a settlement, perhaps at a fence NPC for buying stolen goods?

This is a reasonable concern, but I think can be solved by simply ensuring that the packages arent worth stolen as much as what the quest yields legitimately. Beyond which, organized crime has been doing exactly this "Agreeing to move X for Y and it being reported stolen and instead sold to Z on the black market" for as long as humans have been moving goods from point A to point B.

We already have an awful lot of things we have to enforce manually. PVP ettiquet, quarter ownership, rpr ratings, all the aspects of alignment behavior, mueling of gold/items via shifty methods, and much much more. If we NEED to add another thing to this list, then fine, but if we can avoid it then that's likely better.

Honestly I think if what is at stake is just gold, then the issue is far less abusable. IF level 30 Joe wants to make sure level 3 Bob has 3000 gold, he can just give them 3000 gold. It's only when xp, or pirate rank, or something like that comes into play then we have more of an issue. Over all I agree, I like the idea that the packages can be transferrable, rather than only retrievable on death.

Especially if this system is expanded to be used for transporting goods between settlements, etc., I think the fact that there's nothing stopping people from picking up some packages at Point A, and taking it to Point Z instead of Point B could lead to some really excellent RP opportunity, particularly if the result was recorded somewhere.

If a player is hired to take a package from Cordor to Guldorand, but the NPC in Guldorand never receives the package, that could be noted somewhere, at least for the settlement leadership to see, or something. Was it stolen? Given away? People in the settlement could investigate, which would pit them against the criminals. Maybe they uncover an entire package-stealing syndicate? Who knows?

To me, this sounds a lot like a situation that people are worried about OOC that could very easily be something that can be handled IC and be a lot more interesting.

My pirate boarded ships for less then 3000 gold.
When playing stuff like that its not about what you can get from your fellow player its about the rp.
