but on the topic, i read this and immediately thought of it as a pvp oriented quest. and i see nothing wrong with it, personally; it sounds like fun
We already have an awful lot of things we have to enforce manually. PVP ettiquet, quarter ownership, rpr ratings, all the aspects of alignment behavior, mueling of gold/items via shifty methods, and much much more. If we NEED to add another thing to this list, then fine, but if we can avoid it then that's likely better.

This is a reasonable concern, but I think can be solved by simply ensuring that the packages arent worth stolen as much as what the quest yields legitimately. Beyond which, organized crime has been doing exactly this "Agreeing to move X for Y and it being reported stolen and instead sold to Z on the black market" for as long as humans have been moving goods from point A to point B.
Honestly I think if what is at stake is just gold, then the issue is far less abusable. IF level 30 Joe wants to make sure level 3 Bob has 3000 gold, he can just give them 3000 gold. It's only when xp, or pirate rank, or something like that comes into play then we have more of an issue. Over all I agree, I like the idea that the packages can be transferrable, rather than only retrievable on death.
