Stealth/Detect Mode Movement Speed

For every 6 ranks of Move Silently, movement speed is increased by 10% while in Stealth Mode.
For every 6 ranks of Search, movement speed is increased by 10% while in Detect Mode.
Only natural ranks and Skill Focus feats count toward the total, and the bonus caps at normal movement speed.
If both modes are active at the same time, the lower of the two speed increases is used.
