Merge Autosilent spell feats

Make Auto silent Spell I grant tiers II and III

It currently costs 4 feats (1 pre-epic and 3 epic) for total immunity to a level 2 spell effect it serves no other purpose bar aesthetics.

Ethereal visage, globes of invuln and spell resistance all do the same thing for way less investment.
