Scenario:
Ship A routs ship B into the local waters.
Ship B instatntly fixes hull with the shipwright (Crow's/Guld) and can make it back to reengage ship A before that one even gets to start repairs.

Ships have a PvP timer that disables on deck repairs - shipwright repairs should probably also be disabled until the timer runs out, so that they can't be used to circumvent it.

This should had been a long standing issue and there were some rather epic battles during several years ago, including having 'goody ship' port to Sencliff to repair and ironically, sink the Sencliff ships.
There were already so-called tactics revolving around this type by experienced players though.
Certainly wouldn't mind having this feature disabled because there're plenty of limitation to even make this possible to achieve of what you've described.

For example, difference of 1 single quadrant is sufficient to route out any possibility of utilizing said advantage.
Ship A is on 3rd Circle.
Ship B port back to Arelith and need to chase 2 quadrants to reach 2nd Circle.
Ship A proceed to repair by docking on any Atoll or Ruins because Ship B cannot reach Ship A in time.

Now...It does not mean that Ship A cannot be chased but simply whether the person helming the ship made the call to dock and repair or just decides to risk it.

It feels like most ship PvP is anti-RP anyway and really needs either rule changes or restrictions on how it works before there’s going to be some sort of meaningful change in the way people approach it.

Is repairing a ship this way as bad as the numerous other scummy things people do to game the system for a win at sea?

RP only starts at 30 if you're a coward.

The cost to make this /possible/ is to deploy Ship Len which is a heavy price to pay, it's not free.

Ship PVP is less toxic because there's usually no character death since the time needed for the ship to be sunk, is sufficient to deploy portal len to escape unless, you chose to sink with the Ship which i usually do that, for RP reason.
For example, the scenario whereby Khardar sunk with Ironhelm but was picked up by the Orc ship.
Or the example whereby Marco sunk with Dreadnought but was picked up by the Silent Surveyor.
All of these are possible and meaningful / fun RP scenarios.

There is no right or wrong to pursue victory because inherently, no one play to lose.
In fact, it's only fun when there's challenge after all.

Edit : The thing about Ship RP is, most players simply do not like to be on the losing side or simply feel that the moment the other players board their ship, it's an instant PVP scenario ( kill / bash ). That's not always true though.
Furthermore, most players that took rental out do not effectively use their flag ( Purple / Blue / Black / Red / White / Merchant ) to respond to the right scenario.
And it's also important to raise the Right Flag while deploying the right movement.
For example, raising the White Flag to surrender, your ship should not be moving but stay in quadrant.
For example, raising the Black Flag but does not allow any chance to parlay, seemingly same as a Red Flag.

We really don't need to have a lengthy conversation here:

  1. are ship repair timers in place to limit player options during ship fights? Yes - Check

  2. can players behave in a way that allows them to circumvent 1.? Yes - Check

  3. are players cheesing 2. to force an unfair advantage? Yes - Check

Have the Shipwright repairs hold the ship in port for a short while to allow the opposing crew the same chance to recover - that's all.
