The new UMD system was pushed out piecemeal, and has entirely left every single mundane character in the lurch while we wait for 'phase 2' of the 'Great rebalancing of 2019'.
Being as PvP is a critical part of storytelling, and casters are now basically gods that no non-caster has really any chance at defeating, and balance is so incredibly scewed in favor of wizards that it'd be comical if it wasn't so frustrating for everyone else.
Seriously...
Give us a band-aid in the form of making WoF scrolls and Mords scrolls usable by everyone while the dev team works on rebalancing the server (its loot matrix, crafting, whatever you're ostensibly and opaquely doing to fix the balance issues).
Throw us all a bone to give us a fighting chance in PvP while we wait however many days, weeks, or months we have to wait for phase 2.
