small monk and katanas

I been having troubles getting straight forward answer about this topic in a manner that feels like concrete fact to me:
Will small monks be able to to -twohand katanas eventaully? (they currently can not)
Also, deflect arrows does not work with katana in one hand for small monks as well (test with goblin).
