Petition for enchanting tier 3

Titled.
Tier III should include adding +3 to skills and curses to items.
I believe this change will bring in a large amont of newly crafted items and as such these should add new flavor and RP to items
Curses providing gold decreases (maximum of 1 or 2 cursed effect per item) to allow more effects to be placed on an item for the trade off of a negative effect on an item. I think this effect should be random however like wildmagic.
+3 skills would be great as well and I always found it odd the increases didnt have as such
