Rent boat skiffs.
They are all over the place (probably). Half of the time I manage to rent Penny Rose or that ship in Cordor, the skiff isn't even there (and neither does it appear, as it probably should once the last rent expires). Can this be looked into?

Sometimes I go to the Cove and a random skiff is there, and I have no explanation why. Or your ship has three skiffs out at once.
