That's why the current system was put in place so places like Cordor couldn't have an exile list of 50 people, some of who had been gone for rl years. Now everyone can see who is exiled and towns have a strict limit.

I think it's worth noting (my thoughts on other aspects of this topic aside) that Exiles already do carry a fairly sizable resource drain on them: 5k per exile from every resource every year. That's not nothing.

DM's have demonstrated they are more then willing to intervene and 'resolve' consistent bad behavior. Awful conduct is not something to be 'handled' exclusively by the exile system.

Why does Ogrush Babyeater have to demonstrate poor conduct? What if he's an OOC swell guy who follows all the rules but plays an unapologetically evil character and demonstrates that he can and will do evil things over and over?

If Ogrush the Babyeater is a fantastic RP'er, why on Earth do you want to prevent him from entering the area and engage the citizens? If he is a good player he knows that having enemy #1 camping outside the gate is not the way to go about it.

If he is a disruptive player it needs to be dealt with. IMO the players can have tools allowing for an immediate temporary relieve, but beyond that it is a case for the DMs. The elected person of a settlement is not there to judge the quality of RP of others, but rather to engage in the story.

Perhaps the solution is two systems. One system for disruptive players, and another system for RP opponents.

One thing good about timeout, is that it allows for an exile to expire without given said person an official "pardon" from whomever is in charge.

Disruptiveness (Such as mass murder without RP) should firmly only be dealt by the DMs. There shouldn't be any substitution for sending in a report.

Will agree that it is better to use the exile system as a more final resort when dealing with "enemies", though the exile itself can create some of its own. Let the conflict grow for a bit.

I'm not the one who made the decisions. Talk to the DM's if you have an issue with their intervention with problem players, even those that RP while being overly disruptive.
