It's completely arbitrary and pointless. It offers no way for the person buying/making it to know whether or not it will be broken. I don't see the point of having it as a mechanic. Just make them all work.

Sometimes happens to a Repair kit (tailoring/forging) in that you cant use it at all, just gives that message. I got it once quite a while back, seems to be a feature...

This means the tag has changed on the repair kit and its broken. Dunno how that happened, might be you enchanted it or put it in a storage chest, maybe stack issue. Not sure. You get this message because the repairkit has an invalid tag.
Any information would help so I can get to the bottom of this.
EDIT: Also if you get this message keep the kit and store it somewhere so I can debug the item to see whats going on. PM me or a DM.

Potential fix for next reset. Should work on existing repairkits. Let me know if the issue persists.
