Length of Racial and Gift Invis/Darkness on Cooldown

I have a question about the darkness and invisibility racial abilities.
Before the cooldown was in place, you had one round per character level of the spell-like effect per rest.
Now, according to the innate ability token, you only have three rounds of the ability regardless of character level. Is the token correct, or do you actually still get rounds per level? If it is only 3 rounds, is this intentional? Because if so, that is much less useful and definitely not worth a .5 ECL hit and gift slot.

EDIT, I realized I could test this on an old medium-level character and it does seem to last much longer than 3 rounds at least as a racial ability, even though the innate token also reads "Invisibility (3)"
I am still wondering if it can be confirmed if this is the case if you take an ECL gift of darkness or invis. at start as I'm going to remake a new character if you only get 3 rounds regardless of level.
