QS was buffed as part of the effort to introduce more weapons available, I would think.
For a monk QS is a very RP weapon, imho. Hence the non stealth-monk synergy, an alternative to the kama sneak monk; a niche build.

On str builds non monk dual, QS lose no questions asked, imho.
On dex builds non-monk dual the +2ab from QS doesn't necessary offset the 19-20*2/18-20*2 vs 20/*2, shield option(when needed, +6AC), 1d3 for offhand vs 1d6 or 1d10. Opinion based.

Kamas and ubab were existing for a long period of time, if there will be a limit on X monk lvls to get QS ubab people will switch to kamas. If you limit kamas too people will stop using monk weapons completely when diping monk and the only QS and kamas you will see will be on a high lvl monks.
Diping monk for QS dual wield isn't what I would call OP, due to ubab forcing you to go with monk features, forcing a monk-dex(plus some wiz) build, forcing a rouge in the build(UMD, Imho) resulting in a niche build with it's own minuses and pluses.
