Which class are you looking to play? Bard and RDD are mandatory, so that leaves you with: PDK, Paladin, Barbarian, Fighter, BG, Cleric, Champion of Torm, Ranger. They're all workable, but Barbarian and BG are the staple. Paladin is also nice but suffers from a shortage of CL to make spellcasting a thing. Some of the classes would also prefer only 4 or 5 levels of RDD instead of the whole 10, which defeats the purpose as you wouldn't get those fabulous wings then.
Characters: all poor babies suffering from neglect

I'd also like to make sure you're aware that playing a RDD requires a Major award.
Rolled: Helene d'Arque, Sara Lyonall
Shelved: Kels Vetian, Cin ys'Andalis, Saul Haidt
Playing: Oshe Jordain

....or play a kobold RDD and have 20 RPR. then find an secret NPC to give it to you if you met those two requirements

They said elf in the op.

The most "op" race is human, with few situational exceptions (from a purely mechanical non-RP standpoint). +1 skill/level might as well be +2 int for non-wizard players, and the free lvl 1 feat can't be beat. Elf is meh outside of a few class combos... Con is always important and -2 con hurts a lot.

But as is mentioned above, unless you have a major award laying around, you need to be a kobold with 20 rpr to play RDD.

The amount of misunderstandings in this thread is remarkable.
