For a low AB character like 19 Assassin, 3 Monk, 8 Fighter that plans on hitting 40 DEX. Would it be better to get Epic Prowess for the +1 AB? Having a free action, instantaneous, non-dispellable haste that lasts 3 minutes is pretty great. I picked it up for my level 24 feat, and so far I'm digging it. The one touch boost button to guarantee getting a haste off before/during a fight is addicting.

For solo, it might be better to take Blinding, cos it's an undispellable +1 full AB attack and +4 AC that lasts the whole fight, e.g. boss spawns. With a mage it's rendered almost useless.
You also miss out on Armorskin. I guess it boils down to preference, I don't think any pick is wrong.

I'm able to hit a 7 WIS modifier pretty consistently when I finally find a mythical druid that has scribe scroll. Which will help in the AC department.
I think losing the +1 AB is a fair trade for an extra attack per round instant action.
Being an assassin, I obviously want the one that has the most use in PvP.

It'll be especially helpful in pvp and pve, as you'll be able to attack something from stealth, run away if your death attacks paralysis fails, restealth once you've broken the line of sight, then quickly reposition yourself for another attack from stealth.
Its better for you than a wand or a haste potion because it will be harder to dispel, and it lasts considerably longer than a potion or wand.

I'd take it on my STR weaponmaster that has 3 rogue levels if I could. I hope that tells you enough.

Question - does the cooldown timer start immediately after triggering the feat, or after the haste wears off? In other words, can pure rogues have perpetual haste?

CD starts as soon as the ability is activated, meaning yes, 24-30 rogues have near permanent haste uptime.
