All critical wards making them vulnerable to spells are already breacheble, there is not a single reason why to make them dry dispelled.
Neither clarity or death ward are breachable.
Clarity is on timer now and arcanists have many other spells to avoid immunity to death magic.

But we're not talking about Arcanists, we're talking about non arcanists.
I mean, I can't PvP for Toffee, but I've always been given to understand a wand of Death ward was pretty important.

Especially in group on group pvp being able to dispel ability buffs and haste could make a huge difference, for one thing. Even just on principal though I could see UMD users having their dispel level capped below a typical 26/4 caster.

I think best solution is really give pre set roll for type of dispel spell adjusted by both , total character levels and by abjuration feats up and down.
It would make everyone equal in dispel. Of course if cast from wand or scroll dispell should be much weaker. The numbers for that would be matter of finding proper balance.
