Epic Damage Reduction pre-requisite timing

Having learnt from previous efforts the value of a little planning in character development would like to check the timing for feat requirements. If my 7th Stat increase goes to make my CON 21 at 28th level will it count as qualified to get Epic Damage Reduction as a fighter bonus feat at the same time?

Yes, this applies more generally to feats with attribute or skill requirements, getting the stat or skill rank on the same level doesn't prevent one from taking the feat right then and there.

As a rough calculation final AB should be 47 and AC pre Buff and Expertise 42. Is that about on a par where a full BAB character should be by the time they hit 30th??

There is an exception; Taking a 'great stat' feat will not apply the stat until after you level up, ergo if you take great con 1, which should put you to 21 con, you cannot also take EDR on that level.

Good point. Now that you mention it, I'm not sure if dragon disciple stat bonuses take effect until after the level up too, so they might not permit you to take a feat like expertise on the same level, if you just raised your int from 12 to 14, for example.
