Bard Song Tweak

My suggestion would be to allow bard songs of both equal and stronger levels to be reapplied on cast.
Currently, if a Lvl 3 bard uses a bardsong, if a lvl 30 bard songs just after it won't do anything.
It would be a nice buff to the bard song too (wouldn't mind extra perks at lvl 28~30 bard tought
