Improve Craft Wand at low levels

Crafting wands at low levels is generally not too useful. Getting 1d20+CL charges (which I think is the formula) means that the price of making a wands can be incredibly high for a low level.

For example, a bull's strength spell costs 3960, regardless of level. A level 3 creating the wand has an average of 14 charges at 282.85 per charge. A level 27 creating a bulls strength wand has an average of 38 charges for 104.21 charges.

This means that until you get to epic levels it's not worth it to sell wands in shops, and actually more cost effective to buy wands from someone's shop than make your own. This isn't even considering the experience cost which is painful to low levels and doesn't even affect maxed levels.

So two suggestions to improve this:
1) Raise the floor for number of charges; make it so that it's 1d20+ (CL - 20 (min 0)) + 20. This would mean you get 20-40 charges up until level 20, where in epic levels you get an increasing base.

2) Reduce the cost of making a wand to be based off the number of successful charges; so if you make a bulls strength wand of 10 charges it'd cost 1042 gold, making one of 38 charges would be 3960 gold and making one etc. This would even out the cost across levels so that everyone is paying the same amount making it easier for low levels to engage in the market.

This should be relatively simple and would allow lower level characters to enter the economy a little more easily and help compensate for their limited number of spell slots.
