Make OOC Portal Area/Character areas non-death areas.

To prevent griefing, toggle the status of the OOC portal areas and character start areas to operate like arena areas, and prevent PC death.
Absolutely.
That this wasn't done at the outset was clearly just an oversight. Approved.
