In line with the recent changes, instead of removing all ability to haste someone else through spells, what about instead limiting the haste on others with a cool down? That way a fey pacted warlock is still able to be useful to a party by providing occasional haste, but needs to choose who they will help.

Haste could be scripted to have both of these effects:
- standard use when cast on self
- cool down timer applicable to casts on others
