Light sensitivity: Implementing a mechanic to properly represent this

As a player who has been dealing with the light sensitivity mechanic, it has been a mostly self-imposed penalty that I've attempted to rigidly adhere to (No combat between 6:00-18:00, gratuitous character shrieking about the wretched hellball). However it can be easy to forget this between server hops, inconsistent timelines or just neglecting to check the clock. If possible I'd like to see the Light Sensitivity mechanic implemented from 3.0 for monster races such as:

Daylight Sensitivity: While in brightly lit surroundings (such as a daylight spell), a Drow, Orog, or Duergar suffers a -2 penalty to attack rolls and precision-based skill checks.

This is a significant enough penalty that players will be heavily incentivized to leave with the rising of the sun beyond OOC penalties.
