Removing these portals from non-outcasts and monsters will help create a sense of distance and scale and force more planning into exploration and conflict interaction. This will reduce frequency of player conflict organically and emphasize more planning for higher tier dungeons.

I don't want to limit dungeon portals, they're there for all players, surface and UDers alike. The others? Perhaps in time. Rejected.
