Over the years, the amount of things you can do to a settlement have drastically been cut down which has reduced the avenues of conflict between settlements and between settlements and individuals.
Right now your only option (aside from pvp and generally targeting the faction) is:
-Poisoning food to lower food stocks
-Poisoning wells
-Assassination
-Buying settlement stocks in order to feed NPC mobs (this is very limited)
Perhaps rather than tying any sabotage to pvp or resources (since this appears to upset people a lot), there might be a morale meter that can be sabotaged through various options and instability that can then decrease the attentiveness of guards (exile dcs) or allow officials to be bribed to a % or change the merchant prices or stocks.
((P.S. The degrade/anarchy script is very broad in terms of its effectiveness so a settlement can recover almost overnight which is why I haven't included it))

I'm not keen on supporting settlement confict yet further. I always felt the war mechanic encouraged these conflicts as a core part of the game, and thus gave the players the expectation we wanted to see it happen. There are some great servers out there for constant guild/settlement war conflict, but I do feel Arelith is at its best when its more story-based, and based around an individual character's narrative.
That's not to say that settlement conflict is bad, or unwelcome, but I'd rather see it based around RP and special events than something perpetual. Rejected.
