I understand that RDD and Shifter are two that we don't want too many running around. However, Harper and Assassin I think are both classes that should have their token removed. Both are rather interesting classes that could be fun to play while adding some diversity to classes - neither of which are exceptionally powerful.
However! There should be a token to access the factions that requires DM approval and 5 levels in the class. This would let you play a harper from an unrelated cell, but be unable to see other harpers or access the harper guildhouse unless you were approved as now. Similarly you could play an unaffiliated assassin but would need DM approval to be part of the guild.
Related to this would be opening a menu similar to the PDK to choose your harper path on first level, rather than needing access to the guild. Similarly the harper ability to vote anywhere and assassin ability to engage in PVP within 24 hours of interactive RP should require the faction token.
Playing a true flame and going harper mage for eschew materials; playing a bard and going master harper for the unlimited bard song; just using the new assassin buffs are all fun things to do. Tying such nice bonuses being a faction locked class only means that there will be some people that wish to join the harpers/assassins simply to play with the class features, not for the RP. Letting people play with the fun classes AND also apply to join the faction means that there can be a higher level of required roleplay to get the token, without ruining anyone's fun by denying them the ability to try out the classes.
TLDR:
As said above, the main benefit is an extra bit of diversity in classes (going harper paragon rather than paladin, giving up high level chaos magic for harper mage, etc). The other big benefit would be preventing people from being part of the faction when they just want the class bonuses while reducing number of token requests to just those wanting to be part of the faction; and not preventing people from leveling just because it was denied or took a while to respond to.

This would make the DMs decision trickier I think, and its already hard for them to determine who who should gain these tokens, also player would not easily be able to tell who had been approved and who hadn't, and thus would likely open/reveal the guild halls anyway.
