Make Timestop a rare and restricted scroll/spell

After a few pvp encounters, I've been starting to get a feeling for what I like and do not like on the server. I've noticed that Timestop en masse tends to occur in epic level combat. I've found it's generally really boring to observe, or be a part of a chain of Timestops (Say 4 or more used on a character at once in succession, which has happened to me several times.)
Therefore, I'd suggest that Timestop have a specific and very rare reagent required to cast as a wizard. And scrolls should also be similarly expensive. Make them like Raise Dead levels of cost, where using one of these items is a real pain and investement on part of the user.
This will speed up the pace of combat, and make players think real hard before utilizing this spell. I have never liked Timestop as a DnD mechanic in general, but if it has to exist, at least make it of a worthy opportunity cost.
