Add more mechanics to RPR

We will file suggestions here that did not make the cut. Don't expect detailed responses, but the most common reasons are:
- implementing the suggestion is impractical, or too much work for the gain
- the suggestion is thematically against our design philosophy
- the suggestion is too detailed/low-level
Keep your suggestions broad and focused on RP benefits, please, not detailed suggestions of how to tweak X class.

Add more mechanics to RPR

1. Make monks and goblins require at least RPR 30 or 40
2. Double ECL? Either make them level twice as fast or slowly, IDK you pick
3. Make warlocks require at least RPR 30
4. Bring back kensai and weavemaster, but make them both require RPR 40
5. Make settlement votes from PCs count for as many RPR as they have (10 rpr = 1 vote, 20 rpr = 2 votes, etc)
