Rogues (and Bards/Assassins?) gain UMD equal to Class Level

We will file suggestions here that did not make the cut. Don't expect detailed responses, but the most common reasons are:
- implementing the suggestion is impractical, or too much work for the gain
- the suggestion is thematically against our design philosophy
- the suggestion is too detailed/low-level
Keep your suggestions broad and focused on RP benefits, please, not detailed suggestions of how to tweak X class.

Working off of Beneidalus's suggestion/question, grant Rogues (and possibly other UMD classes) a soft bonus to UMD that scales with their class level. As he stated, there are items that require 60+ UMD to use in the module. Most Rogues and Assassins (that take more than dip-levels for each class) are low Charisma and, subsequently, would have to invest not only the full 33 points, but also fully gear themselves out and maybe even take Epic Skill Focus: UMD just to be able to use things. Grant characters who make high investments into the classes that specialize or have UMD as a specialty a bonus. This would make actually putting a UMD requirement that high actually have a purpose outside of EXTREMELY niche situations, and subsequently open those items up beyond just their otherwise restricted classes/races/alignments.

Alternatively, just take any item that has greater than 35 UMD requirement and make it so it can't be used even with UMD, as there's no real point.
