RPR adjustments

Hi folks,

We've made a small policy change within the DM team. The goal going forwards is that we will no longer use RPR drops as a form of punishment - if you've done something wrong and we need to sanction you, we will use XP drops instead.

While some rulebreaks are also bad RP, too often we've ended up eliding the two, which isn't what RPR is meant to reflect. We're going to try and ensure that your RPR reflects your usual quality of RP, and not use RPR drops to say 'you screwed up'. Where we would previously have done this, expect an XP drop instead, of an amount commensurate with the gravity of the offense.

Of course, your RPR may still go down, if you aren't consistently RPing at the level your rating suggests - RPR remains dynamic. But it won't go down due to rule breaks any more in the way that it has traditionally done.
