Relevel Policy

In the past relevels were not allowed period. I think there were two good reasons for that:

- Workload (DM oversight necessary)
- Possible abuse (fighters becoming wizards and the likes)

There were also far far less frequent mechanical overhauls back then.

Currently we have a -relevel chatcommand in place, with a code framework where we can easily add the relevel option for characters that meet certain criteria (i.e. have PDK levels), and give them the -relevel option for 2 RL days after a login, we can even enforce it. People get a notifaction on the changes and that they qualify for a -relevel on login automatically.

We also have this system logged so it stored the class composition before the -relevel and after, so we can check any abuse issues easily. So there is still some work involved, but far less and more manageable then before, if the quantity of players qualifying isn't too high.

And finally, we now have a big contributor team with very frequent mechanical overhauls.

So, we've decided to change the no relevel policy, to allow it more regularly when mechanical overhauls are considered drastic enough to existing builds to render them useless.
Ofcourse the admin team will be the judge of what qualifies for a relevel and what doesn't. There is still work involved and we're not going to allow relevels for each and every change. Only big changes, that thoroughly impact existing PCs in a negative way.

We'll inform what qualifies in anouncements, and also ingame with the notification system.
