A sect of religious cultists are arriving on Arelith. Their god? Begins with a G, five arms, big fan of savagely butchering people, not a big fan of thinking through consequences or 'seeing the big picture.' But his followers, or at least this particular sect? They are seeing the big picture...
As far as I can tell there has never been organised Garagos-worship on Arelith. There is a great space for characters to step in and create something fun and lasting. Well, maybe not "lasting" given the whole "wage war with absolute savagery and fight to the death" aspect, but definitely something fun.
War-god-worship can often be pretty simplistic. We are doing something different with it. More thoughtful and philosophical.
PM me if this strikes your fancy and you'd like to play as one of the faithful stepping off the boat!
Fun fact: Garagos only returned to the physical plane of Faerun (after being defeated by Tempus thousands of years ago) in 1368. Since Arelith is frozen in 1372, this means he only returned recently.

Are they going to Arelith or are they stopping in Skal first?

While true, this also means Bane was resurrected, like, yesterday - but over a century of Arelith history would show otherwise. While we're trapped in early 1372 forever it's fair to say we've kind of spun off a divergent timeline of our own. On the plus side, this means that Elminster has been trapped in hell for 150+ years, which pleases me.
