What's generally the optimum level split, both at 20th and 30th.

Depends on how many AA levels you want to take. I'd probably go
4 bard
6 fighter
10 AA
and then it purely depends on how many feats you want.
AA gets a bonus feat every 4 levels, Fighter every 2.
So I'd probably go like
5 bard (For lvl 30 skill dump)
17 AA
8 Fighter (For Epic Weapon Spec mostly, and one more feat, but really that's totally up to you)
4 bard
6 fighter
10 AA
and then it purely depends on how many feats you want.
