Increase XP gain, Cap Gains/Time

We will file suggestions here that did not make the cut. Don't expect detailed responses, but the most common reasons are:
- implementing the suggestion is impractical, or too much work for the gain
- the suggestion is thematically against our design philosophy
- the suggestion is too detailed/low-level
Keep your suggestions broad and focused on RP benefits, please, not detailed suggestions of how to tweak X class.

Increase XP gain, Cap Gains/Time

Double all current XP awarded in combat, and triple all current RPR awarded.

In return, limit level growth to 1/RL day for the first 15 levels. Levels 16-30 would require one week each.

This works out to sixteen weeks and a day, or four months and a day, for a level thirty character, if someone always levels up at on the cusp of their 'required time.'

This means players with limited time won't feel trapped and unable to make progress. It also means regular players won't punch through the sound barrier on their trip to thirty.

As it is, it's already possible for people to hit thirty faster with the current system- this addresses both ends of things- and also removes the need for the circle grinding script in its entirety.

The 'time required' can be adjusted and shifted around based on design intention.
