Outcast Changes

Outcasts are in a bit of a weird spot, because you can start with outcast without having any meaningful RP to -why- you are outcasted, but also it's really hard to get outcasted. So two related changes to resolve that issue:

1) In order for an character to start as an outcast, they have to fill in a reason why their character is outcasted (at least 100-200 characters). This would need to be done before they can enter the server, and stays with them the entire character life, even with description changes as well as when disguises are breached.

If these are people that have done something bad enough that the general population of a city doesn't want them about, it's really weird that the guards and leaders of a town have no idea what it is that this person did. This makes it awkward to roleplay around it. Because of WYSIWYG, you can just treat anyone marked as Outcast as an Outcast (and to some extent should); but it's not like there is a universal branding on their forehead and it can mess up the outcast's RP to assume there is some branding. So having something in their description would both A) Mean that the ideas of being an outcast have more merit and B) Give more roleplaying opportunities with that person. This give something to ICly react to, and leaders/guards would have an idea of why their local populace hates this person and wants them out of the city.

For example, I once met an outcast that outcasted for killing someone in Waterdeep. An amnian group might treat them as a friend, rather than an outcast given the current war; while a waterdavian group might have more conflict with them.

2) Outcast should be given automatically if a person is exiled from 3-4 settlements on the surface.

It is surprisingly hard to get outcast status, especially for non humans, as it's an application where you have to prove you're an evil person. Even though you could be exiled from multiple settlements, have murdered settlement leaders, set fire to half a city or released a plague, the local populace still treats an ugly person as more outcast than you until that application is approved.

I think it makes more sense that if your roleplay has lead to you being exiled from many settlements simultaneously then the local population of the isle learns that you're pretty evil and shuns you too. It's not overly common for a character to be exiled from more than one or two settlements, so 3 or 4 would represent a majority of surface settlements.

Probably want to introduce some time that they have to be exiled for, like 1-2RL months so that it's not something that can be used to grief players or be done without cost to the settlements.
