Would it be possible for all areas that have a cell function to not allow teleportation?
My reasoning for this is because the cells that don't have this function tend not to see use unless the group in question has an Epic Abjuration mage.
This may also give capture roleplay a more even footing in conflicts by giving each side a place to keep hostages for blackmail / trade / whatever without summoning out at the first opportunity being the go to option in nearly every capture situation.
Perhaps to further the suggestion by moving cells to their own small area to keep the non-teleport areas contained to the cells and the cells alone.
All cells have teleportation wards.
