add teleport to the cooldown list

with so many things being switched from per rest to cooldown, it makes sense to add -teleport as well.

when in the middle of rp and something comes up, you dont always have the ability to rest so you can act swiftly, or if your simply not near a portal source.

adding a say 10 minute cooldown timer instead of per rest, lets you still be able to act when needed and doesnt make it instantly poof poof popping all over in an instant

you can then be in the middle of say a meeting, the alarm goes up and your rest isnt below 50% you can still teleport to wherever you need to go

I think a cooldown does sound a lot more convenient for this ability (which hopefully HAKS will allow us to move to the radial menu) though I'm not sure of an appropriate duration. Approved.
