Rest/Hunger/Thirst in Safe Places

Handling the Rest/Hunger/Thirst meters are more of a pain than actually ever fun. Most annoying is when you are doing an hour or two of meetings and have to stop to stuff your face full of food or chug a gallon of coffee. In real life I've had multi-hour long meetings that didn't require me to have to chug a gallon of water afterwards, so its annoying to have to do it IG.

Two changes:

1. Places with beds (homes, guildhouses, castles, inns) all of these should act like inns and keep your R/H/T from falling. Include meeting halls in this as well for Burrowhome, Myon's Tower, Courthouse, the Hub, etc.

This allows for places to have long meetings as well as for homes/guildhouse to be places to meetup without falling over dead.

2. Safe Places (Cities, Groves, courtyards) only allow dropping to 0% of R/H/T. That is, if you're sitting outside the Nomad waiting to group your R/H/T only goes to 0%, meaning you don't get any penalties at all while in town. You can still fall to 0% and should rest/eat/drink before heading out though.

This allows for people to RP in towns without having to spend half their time eating/drinking/sleeping instead of having fun.

Neither of these take away the benefits of the meters while travelling, or they just make it easier to RP around towns without becoming crippled or accidentally dying.
