A way to block teleportation that doesn't require a epic abjurer

Pretty much what the Title says. It just seems silly that you can take captives and one of their group can respawn and go get someone to conjure the rest out of there. Alternatively a threshold like injured or less can't teleport or get conjured could work as well without having an epic skill on an item.
