First off, I love the change! It really enables a level of athleticism you'd expect from a epic character to have over a novice adventurer. Very enabling for rp and mechanical wiles.
My thoughts are it's a bit too enabling! With no downside. It's good to use almost always! Especially with rogue levels. When I exercise or push myself to the limit I'm hit with fatigue. I don't have the perfect answer but here are some suggestions as downside to prevent characters from pushing themselves too hard.
Either a single debuff or a culmination of con dex and str to represent the physical strain you just put on yourself to last x amount of time. Until cooldown is back? Hours?
Some penalty to thirst or hunger exhaustion. Or double triple drain while effects are active on a tick.
A slow effect that lasts x amount of time.
Make it's use a meaningful choice, not always the best choice.
