Regarding the castles' entry permission

Castles are owned by settlements and only their citizens are allowed inside them. My suggestion is to also allow inside the castle people added to its faction through the Castellan NPC. That change would allow, for instance, for the castle's leadership to recruit shady people to its garrison, like Sencliff pirates, or, why not, a band of Orog mercenaries?
