As it is now, quarter and shop space is very limited within both districts, compared to number of characters who are seeking to invest their market to chosen locale or to settle in -- not a good spot to be in. Each district has 5-6 shop stalls, and number of active players involved or wanting to get involved with the district business usually leads to uncomfortably long waiting periods, unless settlement management gives a boot to enforce rotation of ownership; which rarely is the ideal option for so many reasons.
With an increase in server population, I feel it would be prudent to expand old districts, and give players a chance to purchase properties with a bit more ease within their bounds.
Expanding market squares with a few more shops each should help, and possibly establishing a tenement kind of deal for lower levels. Currently most in-district housings tend to be either big mansions like Table's, or one chest (still spacy) dwellings at the Sharps', sans the vaults.
