War never changes...

When a settlement declares war on another settlement, IE: Cordor vs. Andunor, or otherwise...

NPC's are seen patrolling the border of the enemy settlement at specific times, predictable times. Anyone caught unprepared or unknowing of these times may get ambushed by these detachments. Said detachments being utilized through registrar by the settlement leaders (somewhat similar to how a Town Crier would work), and would take up a large amount of resources from the attacking settlement to send out, due to their heavy skill. Once dispatched by the defender, the defender receives the attacking faction's resources at a percentage (25% of the total usage by the attacker).

And vice versa.

This will not only encourage more settlement-oriented roleplay, but it will release the strain on the DM team to roleplay out a settlement war (as has been done in the past). If a settlement wants to throw everything they've got at another settlement, well- then they go into default and lose their leadership due to the populace's displeasure at their use of their tax money, hard work/labor, so on (the NPC populace at the least).

As well, it'll be tons of challenge for whomever is involved, and it will open up several sectors of wartime roleplay that will make the time put into the war much more exciting for whomever is involved as well.
