raise the requirements for RDD

a few years ago, you may have seen one RDD or two. as this is a special class it was fitting.

Now you cant turn a corner in the Hub without tripping over a kobold with wings, some well deserved and well played, while others seem to just do it for the mechanic

it really needs to be made harder to become an RDD
