Change ECL reduction scaling on rewards

Change ECL reduction scaling on rewards to -1/-2/-3/-4 instead of -1/-2/-2/-3.

I don't know if there's any particular reason why it is the way it is but I don't see why you shouldn't get more reduction for a bigger reward.
