Sadly I found no time for a thought-through suggestion about fishing.

So I just throw in some points before ActionReplay might do some weekend work:
Increase in risk and gain depending on places where you fish
1) different fishes for lowlevel places + small risks of minor attacks (fishmen, water snakes what ever)
2) fishes with loot in belly for midlevel places + mid risk of attacks
3) fishing bigger water creatures (sharks, sirenes..), which will fight back, at high level places + loot + high risk of additional attacks
- fishingspots on ships (!) = high risk place
maybe add some different fishing tools with different effects (rod, spear, harpoon...) or for different places
low/mid/high level fishing might be one way/the only way to gain some special items needed for crafting
