NPC's hostilities adjustment- Underdark Hub & Outpost

Could the 'critical npcs' such as the banker and merchant npcs and so forth have their own faction potentially?

Things like a PC challenging Barfly the Gnoll in the Web to a duel I hear cause the entire commoner NPC faction to hostile the player...making it a nightmare for them until the server resets without being able to trade, or walk much of anywhere including the Outpost.

Even one accidental poke on an npc can trigger this. -that's how we get npcs running after players in the hub randomly trying to slay them. (and dead merchants no one can use until they are raised by a good Samaritan cleric-player passerby or possibly a DM)

If not that, then at least reset the NPC faction view toward the player character upon death? -because not even dying makes them unhostile.
