Piety on character creation

Can piety on character creation/entering Arelith to 75% rather than 0%?
It has always been odd for me that one of the first things you need to do (at least on gods with god raises) is sit for 10-20 RL minutes hugging an altar to get your piety high enough to be useful. I can understand if you change/choose gods after crossing the threshold that you'd drop to 0%, but if you choose your god before passing the door it'd make sense to not have your gods abandon you as soon as you hit the shores of Arelith!
