Minor, Normal Rewards for Languages

Allow players to spend a minor reward for proficiency in a language native to Toril (Elven, Dwarven, Orcish, etc.) or a normal reward for proficiency in a planar or animal language.

There should be certain exceptions. Evil characters shouldn't be able to select Celestial, for instance, or Elves Xanalress, etc.
