Doom Stirges in marshes

The Swamps by Cordor usually have frogmen. But if character is too low, they spawn bats instead.
But lets face facts. Frogmen are much more easier npc than Doom Dirges.
How is level 4 supposed to deal with NPCs (and if you are too low lvl, they spawn ONLY them) who seem to be hasted, can fly, lower constitution on hit and failed fort save, and have epic dodge?
I suggest to move them to higher level spawn linie in Swamps.
