Reward Gates for Neutral Monsters, and more gating for Good

As the lengthy title suggests, I think that Neutral monsters and drow should be limited to a normal or a minor award, to reflect their somewhat uncommon nature. Good monsters and drow should be a Greater award to reflect their serious rarity in the harsh Underdark environment.
